P45s for members of episcopal conference

Today's Irish Examiner carries a page-long open letter to Pope Francis by Ballyfermot priest Joe McDonald.

In the letter he talks about issuing P45s to members of the episcopal conference. But no mention of P45s for provincials. Why?
