Another archbishop resigns

Today's 'New York Times' reports the resignation of the Catholic Archbishop of St Paul and Minneapolis, John Nienstedt.

It is a chronicle of mismanagement and arrogance.

Who at all appoints these people bishops?

And it goes on and on. Or is it all about to collapse?
