Words and their meaning or meanings

So what on earth does the word 'fulsome' mean?

Republican Governor of New Jersey was fulsome in his praise for Barack Obama, so say many of the TV, radio and print journalists.

But surely that's not what the good govenor was actually doing, or was it?
