Catholic Church does not do 'open discussion'

There is at present a row going on among the German bishops about a newly agreed handout on Communion for inter-church couples.

A group of German bishops were in Rome on May 3 to discuss the handout.

The bishop of Münster Felix Genn writes:

"I can understand that [the signatories] are troubled by questions of conscience but I am not happy about the way they expressed their objections.

"I would have wished for an open discussion before the letter was sent"

Does Bishop Genn not realise that the Catholic Church does not do 'open discussion'?

Worldwide  boss of the Dominican Order Bruno Cadoré visited the Irish province of the Order in March.

He subsequently wrote a letter criticising the lack of communication within the province.

Does Fr Cadoré not realise that the Irish Dominicans do not do 'open discussion?
