The referendum on Friday October 26 is not about removing Article 40.6.1 but rather the removal of one word 'blasphemous' in that article.
The sections on sedition and public order will remain, just that one word 'blasphemous' is the subject of the referendum.
How much is this referendum costing?
All seems quite bizarre.

It's the Irish version of the German 'Hate-Speech-Law'. The government is not happy about bloggers to mention things that lie heavy on their hearts to a big audience. Forming the public opinion is entirely the job of the public media, as the 'Independent guide to the referendum on plasphemy' states.
Currently Article 40.6.1 is aimed at blasphemy and by taking out that word it gets a broader scope and less of a religious context.
Now, once the article has been changed successfully they are going to define a blogger with lets say more then 500 views per day as a 'public broadcaster'.
One example: Let's pretend that a sort of Trump moves into the Irish political arena. Your very successful blog exposes his unlawful activities... your blog gets even more attention... but that will come to a quick end since you are confronted with a 25,000 Euro fine based on the 'new' Article 40.6.1.
