Gone from Vatican

Spotted on the Diocese of Cloyne website.

Rt. Rev. Msgr James O’Brien returning from service with the Holy See, at the Vatican to be P.P. Ballyhea and become a member of the Cathedral Chapter.

Is this another sign of changes being made by Pope Francis?

The titles.

Could you maybe elaborate on the significance of this.

What is Msgr O'Brien's record at the Vatican?

What is the Chapter an is O'Brien's appointment to it unusual?

How is he likely to relate to the new bishop?

The good Monsignor had a role in the creation of the new missal.
