Why So? I am interested in the environment and have no interest in metering water. Why not meter Air!
It costs a lot to get water to the tap.
The State has spent and is spending large sums of money on cleaning up our air. And we have paid for that too.
If people pay for water there will be far less wastage of the resource. And surely if someone uses more water then they should pay more than the person who uses less
