Slow uptake for free GP Card

The Irish Times carried an interesting item of news in its weekend paper.

It said that of the 430,000 people entitled to a free GP Card only 15,000 people had applied. That sounds extraordinary and difficult to understand.

Everyone over 70 is entitled to a free GP Card. It is not means tested. For people under 70 it is means tested.

Why have so few people applied for the card?
